I read this in 2007 and the general political vibe dates it to around the early to mid 2000s.

The protagonist is a former presidential aide/bodyguard who'd failed to prevent the US President from being assassinated, and now struggles to keep his OCD in check after the shock of learning that the assassination was faked and the president has been in hiding ever since.

Meanwhile an escaped mental patient who embraces OCD as part of his religious zealotry (heavily Catholic IIRC) is on a mission (from "God") to commit some kind of high-stakes atrocity, though I can't remember the rest of the story (so, yeah, it's not an amazing read, but the setup is interesting enough).
