84 day old auto flowers here, flushed em and the tricombs are all cloudy but no amber

These are my two autoflowers that are sharing a sf-1000 in a 70x70 setup with two fans and a breathing room tempature of 16-19 depending on if the grow light is on or off (colder when its off), they have both been recieving the same amount of water and nutrients and one of my plants seems to be going really good but the other not so much, its taller by about 10-15cm but the buds seem to be smaller and way more under developed than the other, any advice? (They are 67 days old, and its nutrients has a NPK ratio of 12:2.5:9 which i know is not ideal)
