My dog is struggling with his back legs and overall strength and just doesn’t seem to be doing the best. Help please

Hello everyone my dog Lucky, a Rottweiler Boxer who is 8 years old, has been a lot struggling recently. He has arthritis in his back legs, cushions disease - which is making him hungry and thirsty all the time and then causing accidents in the house as he doesn’t have bladder control and maybe some issue with his teeth or gums whenever he eats he can’t keep all the food in his mouth.

He has been to the vet a lot recently as we’ve been trying to figure out what his problem is and why the medication he is on isn’t helping him that much. (If needed I can go into specifics for his meds.)

Recently though his back legs have been getting weaker and he is walking side ways ish, I have videos but it won’t let me attach them, he’s been doing this since he was young and we though it was him messing around but I don’t think it is anymore. And I feel like there is cognitive decline as he sometimes seems like he wandering but not really there. He does respond to his name and understand when we are talking to him

The reason for this post is to ask what tests or medical procedures should I ask to have done, what things should I do to try to help him live better. (I don’t care about costs my brother is not doing good and needs help.)
