This movie could have been released somewhere between 1980 and 2004, but I'm pretty sure it was released between 1985 and the early 2000s.
I don't remember a single A-list actor in this movie.
It's an action movie. Definitely not horror, sci-fi, or fantasy.
The movie has several villains, one of whom is a woman who is the head of either a regular criminal group, terrorists, or a drug cartel. I think this woman was the main villain in this movie, not a supporting character.
There are at least one instances of naked boobs in the movie.
The villain has a black-haired assistant who has Severus Snape vibes.
Part of the movie (last third maybe?) takes place either on a very large ship or on some kind of station/tower in the sea/ocean. That is, a large something surrounded by water.
The movie includes hand-to-hand combat. During one of them, one of the main characters throws a very muscular man into the water.
This is most likely some kind of B-movie.
There seem to be few positive characters in the film. I vaguely remember it, but I think the main character is young, I'd say under 40.
