Really struggled today. Is it just par for the course?

Was running a 2 mile short stint today and really struggled to get air in my lungs. Not much was different. Similar pace, same route, normal weather. It’s week 2 of running on the regular and I’ve never had this issue on my first 6 runs (2 long stints, about 4 miles each and 4 short stints about 2 miles each). Is there something I should be doing to address this or is it just a phase I’ll go through as I condition my body? Also any other tips you might think of based on my pace and distance and time lmk.

Edit: Also off topic but any tips for shin splints would be amazing!!
