Is it actually possible to protect a Dodge Challenger from key cloning and programming attacks or does an OBD lock already stop most of that?

Guys, I’m trying to understand the electronic theft side of these cars and the more I read, the more confused I get. People keep talking about relay attacks, cloned keys, OBD access, key programming, CAN-bus tricks, neutral release covers, trackers, all that stuff. I get the basic idea but..what I’m not clear on is what actually stops someone once they’re already inside the car with tools. I’ve seen IGLA mentioned a few times. If it’s compatible with my Challenger, would it block key programming or CAN-bus theft attempts, or does it mostly just stop the car from moving after it’s been started? And random question. If I sell the car can a system like that be taken out and reused on another car or is it basically tied to that vehicle? Would appreciate it if someone could explain.
