Title: GTX 1650 laptop suddenly stuck at 300MHz and 6 FPS after charger got damaged

My gaming laptop with a GTX 1650 suddenly became unusable in games. It used to run games smoothly, but now every game drops to around 6–7 FPS.
Important details:
GPU clock gets stuck around 300 MHz
GPU wattage fluctuates between ~35W and 10–13W
Temperatures are actually LOWER than before, not overheating
I formatted Windows once and performance became normal temporarily, but after 15–20 minutes of gaming the FPS collapsed again
iGPU (Intel Iris Xe on i5-1240P) works normally
A few days before this started, my laptop charger got fried due to a high voltage incident
I already checked drivers and reinstalled Windows, so I’m starting to think this is hardware or power related.
Does this sound more like:
damaged charger,
motherboard/VRM issue,
battery/power delivery problem,
or actual GPU damage?
No artifacts or crashes so far, just severe throttling/low clocks.
Would appreciate any diagnosis advice before I open the laptop or send it for repair.
