The Match: To secure the $1 billion from the government, IBM is matching it with $1 billion of its own cash, on top of contributing its massive intellectual property (IP), existing cleanroom facilities, and workforce. The Department of Commerce chose IBM because very few companies have the financial and technical weight to pull off a multi-billion-dollar 300mm quantum wafer fabrication facility.
Decade-Long Leadership and Proven Scale
While many competitors are still in the early experimental stages, IBM has spent over a decade building a functional commercial ecosystem.
