I always wondered who or what exactly Tony was referring to, it couldn't have been thunderbolts or another team of that level because Ms. Marvel already knew about them and had a high level of security clearance. I think Christos Gage finally gave us an answer. I don't know whether it was on purpose or not, but it works as a callback for those of us who have still been wondering what the hell Tony was talking about years ago!
