Could, please, someone explain why my brittle doesn't get triggered in Cyclone Tumult?

For some reason both in POB and in game (don't see debuff icon next to the boss when hitting it) I can't trigger Brittle effect from Secrets of suffering. Being looking through resolve options in past few days, but can't come up with the idea. What am i missing?
