[NY] Upstairs neighbor took our lockbox keys without consent/planned to make copy.

I have a landlord approved lockbox on the gate outside of our apartment for cat sitters and emergencies. We provided our upstairs neighbor with the code when she watched our cats. The last time we had her watch the cats was a year ago. I watch her cat pretty regularly so she put a set of her keys in the lockbox. I have only used them when she asked for help with the cat.

Her partner is moving in. There is a hallway outside our door that opens directly to street level. We came outside the other night after 11pm to find the outside door completely open, and our lockbox wide open with our keys gone. We closed everything up for the night and removed the lockbox. The following morning I asked for the keys back and she said she would return them after her partner who I have only met once briefly got done making copies. After expressing my concern for over an hour and a half, she finally returned the keys.

I have no idea if she copied the keys.

She did not have permission to use our keys outside of the times we asked her to watch the cats. I found out she has been using our keys any time she wanted access to the hallway. The hallway is completely accessible from her apartment without our keys. Our landlords live in the building and could have easily provided her with a key. Her partner does not even officially live in our building and I am very concerned with his willingness to take our keys and also copy them without our permission or knowledge. Also that door has been a continuous safety issue and I have already had to talk to them regarding leaving it unlocked.

My landlords do not seem to be taking this issue seriously. They cited the new tenats background check as sufficient proof he is a good person. I am a bit clueless as to what my next moves should be, if any. We have lived here for going on 7 years and never had an issue like this before.

Any insight would be truly appreciated, thank you.

Edit: this was fun guys! Anyway, I contacted 311 and gave them all the relevant details and was informed that what my neighbor did is a criminal offense and I was advised to report her. I am sorry for my lack of clarity, I am however not sorry for the way I responded to the way I spoken to today.

Dont take your neighbors keys, kids.
