micro lags/stuttering

I have a problem. I wanted to come back to CK3 after a longer break, but I ran into an issue with micro stuttering/micro lags. I searched for possible causes but couldn’t find anything that fixed it. Then I started troubleshooting on my own and thought it might be related to XMP in the BIOS, so I disabled it, but that didn’t help either.
I also installed HOI4 to check if the same thing would happen there, and as you can see in the video, the issue is present there as well. The problem also occurs in the game menus, not only while moving around the map. Does anyone know what could be causing this?
