Does Reducing Ad Set Budget Signal Meta That You Don’t Like the Buyers It’s Finding?

I saw an article/video clip saying that reducing the budget at the ad set level can signal to Meta that you don’t like the type of buyers it’s finding. Is this actually true?

For example, if the ad set budget is $100/day, reducing it to $80/day.

Meta Suddenly Shifted Spend From Winning Ad A to Ad B — Should I Separate Them Into Different Ad Sets?

I launched two ads, Ad A and Ad B, under one ad set with a $100 budget in an ABO campaign. Ad A was performing really well and spent about 90% of the budget until around Day 5–6. Then Meta started allocating more spend to Ad B, and now it’s spending almost 95% of the budget on Ad B.

At this point (May 16), the CPA for both ads is almost the same, and both ads have spent roughly the same amount overall. However, Meta is barely spending on Ad A anymore and is allocating around 90% of the budget to Ad B. CPM for Ad A is slightly higher than Ad B, and both are currently around Frequency 2.

Would it make sense to duplicate/test Ad A in a separate ad set so it can spend on its own again? What would be the best strategy in this situation?

I’m running a $100 ad set with two ads: Ad A and Ad B. From Day 1, Meta was heavily favoring Ad A, spending about 95% of the budget on it through Day 4. However, starting on Day 5, it began allocating around 25% of the spend to Ad B, and today, Day-6 it’s actually spending more on Ad B than Ad A.

The thing is, Ad A has been performing really well, so I’m confused and concerned about why Meta is suddenly favoring Ad B. My guess is that Meta is pushing Ad B more because it has a higher CTR, but its CPA is still worse than Ad A’s — although Ad B also hasn’t had much spend yet.

Should I leave things as they are for now, or would it be better to remove Ad B from the ad set and run it in a separate ad set until it gets enough spend and data? Ideally, I want Ad A to receive most of the budget since it’s currently performing well.

I’m also concerned that removing Ad B from the ad set could reset or disrupt the learning phase.
