Seller raised price for bringing it to pre purchase inspection 👀

So i’m buying my first car and I really liked this 2019 honda jazz with 110k km on it, looks clean, the seller says he has all the logbooks and 2 keys. The asking price is $11k I negotiated a bit down to $9k and didn’t receive a reply just a confirmation for the inspection appointment but as soon as I asked if he could bring it to the mechanic that’s near where he lives he said that he just agreed to the $9k deal if it’s a quick sale and if he would bring it to the mechanic it won’t be worth his time and that it’s gonna be $10k if he does. Is this like a big ahh red flag and I should just back out of it or should I keep going and negotiate the price after the inspection is complete?

Which car is better or am I looking at the same thing with a different price tag?

I’m looking into buying my first car at 21, I’ve heard a lot about the Honda reliability, and the prices are currently better than Toyotas are atm because of the toyota tax or whatever it’s called. I’m looking at two Honda cities one is a 2018 vti-l model with 150k km going for $11k with rego for two months + rwc and the other is a 2017 model with 160k km going for $9.5k with rego for two months without rwc. I’m not very familiar with the market but a 1 year difference is surely not that big given that honda didn’t update the 2018 model a lot differently than it did its 2017 one. any thoughts would be appreciated from anyone who owns one of these :)
