Reach dilemma on my trekking bike

I have a reach dilemma on this bike. It is 51 cm frame size and I am 1.73m. On paper, it should suit my size. I'm quite sure I found the ideal seat height but my elbows get almost locked while riding. When I move the saddle forward to relax my elbows, my knees gets ahead of the pedal spindle at 9:15 position. Only reason I can think of is that I have a short torso. Should I try a shorter stem? Currently it has a 100mm stem.

Additional info: My inseam is about 88 cm.

Lateral tilt of the patella and cycling

I have knee pain after cycling for 15 years. I had been diagnosed to have lateral tilt of the patella & PFPS when it all began. I had seen many doctors and they were all giving me quad strengthening exercises but they were making my knee pain worse. I think the PFPS is a result of patellar tilt because if my patella had been tracking normally, I don't think I would have any knee pain. So the main problem is patellar tilt. When I think about what might have caused it, I think it could be the result of my sedentary job. I was sitting for 8 hours then jumping on the bike in the evening and weekends. Also I had no idea about bike fitting at that time, so my saddle height was probably too low. This must have caused my glute muscles to be inactive and my quads and hamstrings to be overactive. I don't know if this combination causes lateral tilt of the patella. Do you think it would? What do you suggest to balance the leg muscles and get the patella back into its groove?
