Forever Part time

I have a friend who has been working retail for the past 4 years without a promotion.

Carrot on a stick method where they keep promising more hours and only give them 5hours per day MAX 3 times a week

New hires are getting more hours and even when applying for open manager positions old employees get sidelined

Obviously they tried to get other jobs but hard to find one so they’re stuck there

Is it normal for retail companies to hire and hand out more hours to new employees and completely disregard the old ones?

Off topic question.

Manager forces everyone to clock out 5 minutes before the hour finishes, is this legal or any reasoning behind this?
