New "Corn laws" of Japan

I have spotted important moment how to modernize Japan very fast which I did not pay much attention in the previous runs for.

When you select who will visit western counties, it is the best to send the leader of Landowners. The character does not lose his position as the IG leader and returns as Modernizer supporting every progressive laws. Only important to check that he is not too old to die soon.

Game got much smoother (and all my saves got outdated). I hope AI will now build the economy. Building supply ships only was quite devastating for AI GDP.

Leader disappear suddenly

I passed parliamentary Republic aiming to invite agitators reducing AE.

Then I found a good cautious candidate. I promoted him to a leader of Labor Unions and when I tried to reshuffle the government to bring ng him into the power, the game tells that his term ended, he disappear and the old leader is restored as IG leader.

Was this interaction with agitators nerfed or is it a bug?

I tried not to reshuffle the government immediately or invite him later, but nothing helped.
