I've started a game as Wilhelmina, how would you use this starting area to get the best results out of her bonuses and perks?

So, I've started this game and I am wondering how to make the best use of this.

as a reminder of Wilhelmina's perks:

Leader Ability: Radio Oranje

  • Domestic trade routes give +2 Loyalty per turn to the origin city.
  • International trade routes (to and from foreign civilizations) yield +2 Culture each. [1, 2]

Civilization Ability: Grote Rivieren

  • River Adjacency: Campuses, Theater Squares, and Industrial Zones receive a major +2 adjacency bonus when placed next to a river.
  • Culture Bomb: Completing a Harbor triggers a Culture Bomb, claiming surrounding tiles.
  • Infrastructure: +50% Production toward Dams and Flood Barriers (in Gathering Storm). [1, 2]

Unique Unit: De Zeven Provincieën

  • Replaces the Renaissance-era Frigate.
  • Receives extra combat strength (+7) when attacking defensible districts. [1, 2]

Unique Improvement: Polder

  • Must be built on coast or lake tiles adjacent to at least three passable land tiles.
  • Provides Food, Production, and Housing, which further scale with future tech and civics.
