Noise in the libraries

Last week at lockwood I was on the main floor (2nd) and this one girl was talking loudly on the phone, chewing loudly too, constantly. Someone literally got up and left, I heard them saying “I came here to study bruh” under their breath. When I spoke to the front desk about asking her to lower her volume, they told me to just go to the higher floors where it’s quiet.

Is that normal? I mean why do I have to relocate because someone’s loud? Or is it generally okay to talk on the main floor?

Is it possible to switch to a cheaper dorm after classes start?

I’m an incoming UB transfer student and I'm assigned to a quad with a bathroom because it was basically the only housing option I had at the time. However, after looking at my finances more carefully, I’m realizing that the cost is going to be really difficult for me to afford.

Does anyone know if it’s possible to request a room change after classes start to a cheaper room, such as a value bull quad/triple or another lower-cost option? I’d be completely willing to move to a different residence hall/campus if it meant significantly lower housing costs.

Has anyone successfully done this at UB, particularly for financial reasons? I know you have to wait for the room change portal to open after classes, how likely is it that they’ll approve it if there’s a vacancy?

Any insight would be helpful!
