How likely is it someone with foreign background or uses English as their second language can get into high upper management?

I came to the US in my freshman year in college, and luckily, I already had a green card, which enabled me to get a job even before graduation. However, I've been continuously hearing stories that even after getting my citizenship and fully Americanized, the glass ceiling will still exist, and it will be extremely difficult for asian americans to reach high management (director, principal, partner, VP, etc.), particularly due to language barrier and politics.

I know it won't be easy, but was wondering if it's gonna be something I'd be able to overcome by hardworking, or it's an inherently, implicitly existing fact I need to take into account.

TL;DR: I wanna know if you saw any case an immigrant whose English is a second language successfully landing an upper management position in America.

Have you seen anyone commissioning in civil engineering through DCE?

I know they exist, but I heard DCE program itself is too narrow, and most DCEs are targeting C5I, so I was just wondering if they just "theoretically" exist or actually process people in (CEU/FE).

Real ID Proof of Residency - Transcript without year in DOB

I'm trying to apply for the Real ID, and was thinking of college transcript as one of the documents for proof of residency. The requirement says the school document should include "applicant's date of birth."

However, in my transcript, only my birth month and day are shown, and my birth year has been blurred (ex. XXXX-01-01). Is it still an acceptable document?

How long did it take you to receive diploma after graduating?

Website says 3-4 weeks after the degree is conferred, and degree evaluation can take up to 6 weeks, so maybe within 9 weeks?

I don't think I'll ever look them again, so I was gonna only keep the ones relevant to my future PE exam subject and dump away the rest of them.

If you wanna change from field from design, at least how many YOE do you think you should gain to say you have a "technical background?"

If you have worked as a design engineer but would like to change your field (contracting, commissioning, owner's rep, etc...), at least how many YOE do you think is needed to say that you have some technical knowledge that's transferable?

Is engineering degree & experience still helpful becoming a construction manager?

If someone has a degree in Mechanical E and some design experience in HVAC/MEP (or even PE, ideally), would it be very helpful, somewhat helpful, have little value, or be more disadvantageous than someone who majored in construction management?
