Been playing all day long doing countless activities in zone IV and haven’t seen a single one, did they make it super rare?

In the Le Chiffre mission, when trying to get the 10million chips to bet against the guy to get his invite, she hands me the 10 million but in the top left it only says 5 million and I cannot talk to the guy to place a bet. Is this bugged or am I missing something?
