I am new to this game.

I progressed to teir 5 armour [knight armour] and sword [dual sword].

But now I want to start gathering hide But my skinning knife is stuck at teir 2 no matter how much hide I collect.

Did I do something wrong? And can i use the books of insight to level up the teir of my skinning knives.
