Is this all poa annua? Worth pulling and reseeding now, or let it go? [NJ]

I think I have way more poa annua than I realized. Looking for confirmation and strategy advice.

A few questions:

  1. Is all the grass with visible seed heads in these photos annual bluegrass?

  2. I pulled clumps and dropped new seed in the bare spots (photos included). Is this worth doing in late May, or should I just let it run its course and deal with it in fall?

  3. Does pulling now actually slow the spread, or has it already seeded enough that I'm too late?

Photos: before and after of the clumps I pulled, the clumps themselves, and yard overview.

Yank the Poa Annua? (NJ)

My lawn has a few of these poa annua clusters. Since I'm already overseeding, should I just yank these out entirely and seen where they were?

My neighbor has a bale sitting outside his house from last Halloween (photo attached). Can I use it as top dressing for overseeding?

My one hesitation: it was sold as a decoration, so I'm not sure if it's actually straw or hay, or something else entirely. Can anyone tell from the photo? And if it is hay, is that a hard no?
