I was trying to make a classic mob farm for myself and my friends on our realm, but we can't get it to work!

It is ~200 blocks off the ground.

I even went into creative mode to double-check that everything was working, and it seems to be.

Removed the torches from the top and mobs started spawning naturally.
Are we doing something wrong? Pls help
