Is this dry rot? Tires are 7 months old and have just over 3,000 miles on them.

I got a nail in these Hankook Ion Evos and was about to patch it when I noticed cracked lines inside the grooves. It’s hard to see unless you look closely (or zoom into the photos). Would this be considered dry rot?
