How to handle high level play? (D&D)

Hi everyone! I've been dming for a long time now, and in every campaign when the characters start reaching powerful abilities or spells I always feel like the world doesnt really keep up with them and it feels like Im starting to lose control over it.

Of course I know its part of the fun, but at the same time I dont want the world or its conflicts and villains to feel underwhelming. I can make a difficult encounter, but I dont think I can really deliver the feeling of a powerful enemy or a conflict that its too much for them to handle.

I'll give an example: A few sessions ago the PCs got a powerful magical artifact, they still dont know what it does or its purpose, but in the new arc of the campaign I want agents of the empire to chase after them to get it. How can I make these villains feel powerful and intimidating? and the magic item in question feel important and overwhelming for them to comprehend?

I admit I sometimes worry about the challenges being too much and end up softing them up a bit, which may be part of the issue. And for my players know that theyre really good mechanically, and they told me really clearly that they enjoy difficult fights and challenges. Not that I want the campaign to be a constant slaughter (they dont want neither), but u get the idea.
