Received a GE62 6QD Apache Pro, have questions

Hi all, as above I've recently received the above laptop. I've seen that it doesn't support XMP, but even with the existing 16gb ram I'm getting stuttering.

Is this due to the ram being 2133mhz only? Is there a way to get higher speeds if I get ram that can go higher speeds? Is there any way I can reduce stuttering anyway?

I'm not trying to go crazy here, but even simple stuff (Graveyard Keeper being the example I stumbled on), moving around is causing stutter. It generally won't use more than 8gb of the installed ram, though I've seen it go slightly higher.

Any ideas on getting peak performance out of this thing? It's still an upgrade from my Surface Pro 7 (4gb of ram), so I'm going to be using it for a while anyway.

Editing to add: Rookie mistake. 5 years in IT and I had no idea about the "optional updates" section in windows update. Solved the stuttering.

I think I'm probably pretty bad at this and need a bit of help

So... A few weeks ago I finally pulled an Ulalek. I've been collecting and on some occasions playing Eldrazi since BFZ/OGW, I don't have a full collection, but as a collector my main thing is trying to figure out how to use cards I have. This did NOT go well in Legacy, so commander it is.

I've thrown together a deck, I'm not sure it's any good, I have no idea what bracket it's in, if it's even really playable and I could use some deck building tips.

I've got a "considering" list on there already, but I didn't go through all my cards, obviously.

If anyone could take a look at this and let me know where I'm (probably) going wrong, it'd be much appreciated. If you have specific card suggestions like "drop X for Y" that would be great, but again, I don't go out of my way to get singles. I have larger collections of M15, BFZ/OGW, SOI (yep, I missed Eldritch Moon), DMU, NEO, LCI and more recently have been cracking MH3, DSK and OTJ, but I'll be cracking some more EOE, SOS and ECL over DSK and OTJ moving forward.
