Pup has a stability problem

So we got a new pup who is a Golden Doodle Great Pyrenees mix. He was found on the streets and they thought he was paralyzed cause he couldn’t move his back legs real well.

The vet X-Rayed him and saw nothing wrong, figured he had healed and just wasn’t strong enough yet. The problem is that months later he still stumbles and easily falls over, especially with our other dog trying to play with him.

I personally think that he just needs to build up strength, but he can’t do that well because he’s growing fast and he can’t handle his own weight. I’ve seen videos of dogs utilizing water walking therapy, and thought maybe if I got him a life jacket and tried to introduce him to the pool that it might be an easier way for him to build up strength.

Would this be a bad idea and I just don’t fully understand how that water therapy works, or could it possibly help?
