My respawn ship took damage. After manual repairs, I had a battery and the hydrogen engine to repair (missing power cells). I went to the services terminal and generated a quote (very cheap) and then clicked the button, but it said "pcu limit reached". Why is it saying that?

I went into the admin menu and clicked "ignore pcu limits" to get around it, but I'd like to understand the limitation. Anybody know what it is? This is early in the game, I don't have a lot of stuff.
