Is it normal for the 'End of the Cycle' event to wipe the game upon it's activation?

I've read up on it and it seems the idea is to fight 'the reckoning' like there should be some continuation after the activation however it insta-killed me and several other AI empires?

It seems like a cheap way to kill a game, there wasn't any obvious way for me to counter it. First time dealing with this so any advice is appreciated.
