Water baloons in Reykjavik

Today around 5 PM in downtown Reykjavik, near the Prime Minister’s office, 2–3 kids (probably under 10) were throwing water balloons from a rooftop/terrace onto people below.

I’m a tour guide and had a group with me — one of my clients got hit directly. Thankfully it was “just” water, but from that height it could still hurt someone, damage a camera/phone, or cause an accident.

I asked employees in the ground-floor shops if there was any way to access the roof, but they said those are residential apartments.

What would you actually do in Iceland in this situation? Call the police and spend an hour dealing with it, or just let it go because they’re kids?

Curious how locals would handle this.
