Renting a car at 20

So I’ve gone to Puerto Rico pretty much every Christmas since I was born, my family has an apartment in Luquillo.

For the first time in March I’ll be going without them and taking a couple of friends, who along with me are all 20, to stay in my place. I’ve heard from many people that renting a car at under 21 in PR is impossible but the hertz app signed into my account gives me the option to rent a car and actually enter my credit card and lock it in from SJU while fully putting in the app that I’ll be 20 at time of pick up. Will I actually be able to pick up this car or will I be turned away? Is there any major rental service that will let me rent a car at 20 or should I just rely on a local service like Aqui Coqui?

Am I eligible for Jure Sanguinis?

It’s been hard to keep track of all the law changes but I’m curious if I qualify, brief summary of my situation and family history:

Both of my grandparents on my fathers side were born Italian citizens in Italy:
Nonno: born in Italy in 1930.
Nonna: born in Italy in 1933.
They married in Italy in April 1959.
Nonna voluntarily naturalized as a U.S. citizen in November 1960, while Nonno was still an Italian citizen.
Nonno immigrated to the U.S. afterward and voluntarily naturalized in December 1964.
My father was born in the U.S. in April 1969.
I was born in the U.S.
My father never lived continuously in Italy for two years before my birth.
I have their original Italian passports, both original U.S. naturalization certificates, their Italian marriage certificate, Nonna’s Italian birth certificate, both death certificates, my father’s birth certificate, and my own birth certificate.
