How do some employees get away with doing NOTHING

We have groups of employees that clock in and go sit down or hide in the bathroom. I just started working here but it’s obvious to me and I wonder how it’s not obvious to our managers. For example, when they assign people to bring in carts, we’ll have 4-5 workers hiding out in the lot sitting on carts or just yapping away, we’ll also have workers who “take a water break” but they just go sit in the break area for up to an hour. Once it’s 5 minutes to lunch, all the people who weren’t working come out and pretend to work. Does management not care? I do NOT think we should be breaking our backs or putting in more effort than were expected to but how are some people getting paid the same (or more) and don’t do anything 🫠 it drives me a little crazy
