Can I turn this unused green into a C wire for AC (Nest thermostat)

Seems sparstically (usually when we lose power to storms) my nest thermostat decides it want to all of a sudden be charged.

I noticed That there is an unused green wire not hooked to anything. Its snipped at the thermostat. down by my boiler the same green wire is snipped. Is there a way to connect that green wire to make it function as a C wire...?

It would really improve the function of the thermostat (even a non nest thermostat) which is why I'm deciding to post here...
