What is the optimal way to hyperburn a Zero with the goddess pass applied?

Is it create Zero assigned as hyperburn > apply pass > get to chapter 2 > tera blink?

I've wanted to hyperburn a Zero for a while now, but have always heard that doing so in Challenger World isn't suggested because of their required story quests and how comparatively weak they are before 260. This upcoming hyperburn with the (alleged) goddess pass on 5/20 seems like the perfect opportunity. I just want to get it right.
