Hi my Leyland cypress tree is turning brown on top, plenty of water and sun light, the other leylands look fine?

My plant starts off blooming in the spring then turns a shade of black but doesn’t grow. South Carolina, it gets plenty of sun and watered 4-5 x a week, it’s been planted for about 4 years, it looks sickly every year and I need help
