[PC][late 90s?] Squad-based turn-based x-com like, probably shareware

Graphics/art style: better graphics than the older x-com or jagged alliance games. bright colors. UI at bottom I think. not trying to be realistic.
Notable characters: I think one of the squad members you controlled was a large white guy wearing yellow armor, might have had a mustache.
Notable gameplay mechanics: I think it had abilities for squad members like you'd see in x-com 2 (like sprint and then attack as a special ability)
Other details: This was around 30 years ago, but I recall that we used to be able to get discs for shareware games at our local grocery store. I think that's where this game came from. My memory isn't perfect, but I remember struggling with this game, probably because I didn't actually understand the mechanics of this genre. I'm pretty positive it was an x-com like, When I look at screenshots from those classic games (x-com, jagged alliance) the graphics are far worse than what I recall in this game I can't quite remember. Setting was like near future police/military squad I believe, with the squad members wearing different types of armor and using guns. I've tried looking at lists of games in this genre, but have had no luck finding something that matches my memory. It's very possible I have some of the details wrong due to the length of time that has passed. Any help is appreciated!
