Hi everyone, I’m new at knitting. Knitted a few Sophie scarves but nothing more. Wanted to get started with an easy(sh) pattern.

My gauge swatch gives me 20 stitches and not 17.
Can I just size down or do I have to use bigger needles or both?
What are the implications of either method?
