It's a nationwide corporate front for state-surveillance with more than enough security flaws to obfuscate malfeasance, putting innocent people at risk and enabling arbitrary targeting of / retribution against political dissidents by the directors of the state's monopoly on the use of violence.

Said monopoly being the responsibility of an informed citizenry to regulate, limit, control, or otherwise subdue in order to prevent the violation of that citizenry's unalienable rights.
