CIV6 Question: I’m playing as Portugal (got all the dlcs) so not affected by this but England in the early game defeated France and didn’t manage to hold it due to the loyalty loss. However, it looks like it’s snowballed and now the rebels are behaving like its own civ and taking the English cities one by one from its own loyalty pressure?

I didn’t know such a thing could happen I’ve played 600+ hrs and never seen something quite like this: could someone explain how the rebels actually work here and what the game mechanics are for this? It’s surprised me
