Need Help Finding A Laptop For College

I’m going to be majoring in electrical engineering, and a laptop is required. I live in Texas, and my budget is $1000 or less (if it’s even possible).
My school sent out a document listing the recommended system specs. (Listed Below)
I appreciate any help with this matter.
