Lethargic baby pidgeon with "rumbly" stomach/vowels(?)

Let me start by saying I know nothing about pidgeons. Keeping them in my city is actually frowned upon and kind of illegal but my wife found a baby pidgeon that had fallen outside its nest and brought it home. According to a friend who knows a bit about pidgeons, it was less than 3 weeks old when we found him.

We have been feeding him for the last 9 days a mix of Nestum (human baby food) which we read is "safe" for this birds and everything was going fine but today, when we went to wake him up (which usually triggers a big feeding response, chirping, flapping) he was still and quiet. He is breathing, he opens his wing when we move him around and he is very very gently digging with his beak around our fingers.but it is like, 20 times less than normal.

On top of this lethargy, we have also heard a rumble or gurgling sound come from inside of him (shown in the video). Everything else, physically, seem fine.

We want to help him but finding a vet is going to be very difficult (we'll try) but any advice or information would be greatly appreciated.
