No irelia item changes or irelia changes in the patch notes, so how did she randomly lose 2.5% Winrate?

The only bruiser that consistently has a Shojin in his build is Hecarim that i know
Which bruiser purchases this thing, and worse who will after next patch with cleaver getting buffed
It feels like the item is kinda forgotten and not that useful, should probably have gotten the +5 AD alongside BC

Why was this changed in the first place, DD didn't work with Shields before, i remember this was added somewhere in season 10? 11?
Why? All it does is make the item absurdly op with any character that can spam Shields
It's baffling, Champ gets Endless Hunger and is genuinely playing URF
Somehow we live in a universe where a Character can shield themselves for 500 HP for 1.5s, on a 3s cooldown
Why are devs are always so lenient on nerfing it. Surely they can at least make her not have perma shield uptime the second she gets Endless Hunger
I understand hard Champion and all that, but there's plenty of Hard Champs in the game, none are this broken
Somehow she's also invaded Midlane and somehow she's even more broken there
Is it really just because she's not good in lower ranks, so Balance Team doesn't care?
