Screw them and their lawsuits. So un-American

I know that speed limits are strictly enforced. My question is what is the normal speed to drive in relation to the limit? About 5km over? Under? Dont want to be that tourist going too slow holding up all the locals. Also dont want tickets. Thanks for any advice
