What in the world is my cat doing??

Hi guys! My cat recently has been doing this odd behavior over the last few months where he mounts up on my dog and bites the back of his neck and just hold onto it. Sometimes he'll also make biscuits?? But with all four legs and kinda squat on him. He never rocks his hips back in forth on him so I don't think it's a mating thing?
I'm very confused on what is triggering this behavior and why it is happening!
Also just what in the world is going on lol.
Both my dog and cat are neutered. They grew up together since kitten and pup and are now both 3 years old. We got a new kitten about a year ago and she is spayed (don't know if this is a factor)
My dog doesn't seem to mind other than when my cat bites his neck but I just find this behavior very odd and also just want to make sure my little guy is okay since this a newer occurrence!
Also what are some ways to help him channel these behaviors in a different way?
