[PC] [2000ish] Tactical Turn Based Fantasy RPG - Taiwanese/East Asian

I played this game while in Taiwan. I think it was around the year 2000, but it could really be anywhere between 1998-2006.
The game was most likely in Chinese without a western release.

Platform(s): PC
Could have been a PC-98 type system. I remember at one point stopping playing the game because the tower got too hot. Pretty sure I played it with mouse/keyboard.
If for some reason it was a console system, it was definitely one unfamiliar to me (an American)

Genre: Tactical turn-based RPG

Estimated year of release: 2000ish

Graphics/art style: Isometric pixel art, similar to Final Fantasy Tactics.
Pretty sure it was anime-style chibi characters like Final Fantasy too.
There's a chance it wasn't isometric and my memory is just tainted by other tactical games, but I'm pretty sure it was.

Notable characters: I believe two starting characters was that one was a Street Fighter Ryu-like who punched and had a ranged ability, and another was a sword wielding person who had a ranged attack like an air slash. There were a lot of characters recruited as missions went by, though.

Notable gameplay mechanics: You would have multiple characters on the field and would move them to a spot and choose what move they would do. Played like Final Fantasy Tactics, though I don't think there was any overworld screen/map.
When you fought people they would be hit directly on the same screen, as in, you did not go to a "sub" screen like Fire Emblem/Shining Force.
There were long cutscenes of talking in between what felt like linear fights, but unfortunately I couldn't read Chinese to say what the plot was. The cutscenes were on the same type of screen as the fights, similar to Final Fantasy Tactics (not Visual Novel style like Fire Emblem).
Some fights you would destroy everyone, and some you would target a "leader"/specific person.

Other details: I do remember one cutscene had someone walking into a room that was very red.
I don't think there was any sort of class system.
I remember you could play with a LOT of characters as missions went on (unlike Final Fantasy Tactics where you are limited to like 6).
I don't think the camera could swivel, but also maybe I never tried.
Fantasy genre - pretty sure there was no sci fi/mechs or anything involved. Setting felt like it had castles and fancy dining rooms and such, though most battles took place on a field.
One battle involved a central enemy leader in like a lake or maybe they were flying? I just remember they were hard to get to and had lots of ranged attacks but didn't move much.
I recall some different humanoid races, but that's too fuzzy to say it is accurate.
I've scoured a few lists of Chinese/Japanese tactical RPGs but never found what I thought was correct.
