Japan or Canada? Job rellocation

So I lived in Japan for almost 11 years now. I have a family here now.

But, my work has offered me to be the 工場長(head of factory) for the next launch of the company in Canada.

If I take it, that means me and my family will be living in Canada for a long time.

Should I choose Canada? Or should I refuse and stay in Japan?

I want to hear other peoples opinion on this.

Up to this point the salary has not been discussed yet.
