Red stain removal on Super7 Snoopy

I bought a Super7 13" Snoopy Flying Ace and it came with red staining. Returned it and second one also stained. I have tried hydrogen peroxide and UV, acetate, alcohol and now Oxy10. Its still has not faded at all, I'm at my wits end. Can I use full hair bleach ie: the peroxide and powder. Any other suggestions are very much appreciated.

Snoopy Flying Ace staining

I purchased the 12 inch Flying Ace figure and it had red staining down its back. Returned it to the shop, they sent a new one, same thing. Anyone else had this problem? It seems to be from the scarf but the scarf was in plastic. Pretty disappointing for $429 AUD.

All my vintage Snoopy's. Plush ones are from the 70s, vinyl ones I'm not sure of. I ordered a new costume for the plush flying ace because his goggles were broken. Gave the rest of the costume to my vintage vinyl one.
