Winter grass but no summer grass

Would it be okay to only have grass during the cooler winter months with like a nice rye and then no grass in the summer just let it die? I don’t like Bermuda and would just prefer no grass during summer so I don’t have to water or deal with it. Pros and cons?

Do these tires need replaced?

Just got a Momentum bike from Facebook for $75. I haven’t had a bike since I was a kid so I know nothing about them. Seems like this sat for a while. Some rust. Trying to clean it up but it rides pretty well as far as I can tell. Do I need to change these tires? What about tubes? How should I clean the chain?
