Looking for decklists that have done well in tournament on a budget ($100~ or less) other than that I do want them to generally just have some cool looking cards.

I mainly play commander and draft and haven't touched 60 card formats in like a decade but I was looking to get back into one. I want to make a deck based around a lot of the really cool phyrexian art, preferably like white/black cards. Kinda need the list to be budget friendly with potential room for upgrade if I enjoy the format enough.
